Preheat oven to 350F.
Brown and drain ground beef. Add onion, bell pepper, one teaspoon of salt, chili seasoning mix, and tomato. Simmer for ten minutes. Add corn. Place in a two-quart oblong dish.
In a separate bowl, combine cornmeal, remaining salt, and water. Cook over stove until thick, around 15 minutes. Spread cornmeal mixture over beef mixture. Bake for 40 minutes. Sprinkle cheese over top and bake five more minutes.
