Preheat oven to 350F.
Brown and drain meat. Stir in ½ cup salsa and 1 cup cheese. Spread 1 cup salsa in a casserole dish.
Line the center of each tortilla with ¼ cup of the meat mixture. Roll tortillas, and place in casserole dish seam-side down. Top with remaining salsa and cheese.
Bake for 20-25 minutes.
